The Sicilian Regional Government flagged the anomaly after the individual submitted 892 reimbursement requests through the SiciliaPei - Bando Caro Voli platform, prompting an investigation by the financial police.
The investigation revealed that the student allegedly used graphic and writing software to create meticulously forged boarding passes. These documents not only replicated every detail of the original boarding passes but also included a functional QR code, making the counterfeit documents appear legitimate at first glance. The fraudulent claims were made possible due to the collective nature of payment mandates, which initially obscured the unusually high amounts requested by the individual.
Authorities have executed a preventive seizure order on assets equivalent to the amount fraudulently obtained, as the investigation continues. The case highlights vulnerabilities in the reimbursement process, particularly the challenge of detecting fraudulent claims among a high volume of legitimate requests.
The student, who has not been named, is currently under investigation for aggravated fraud and self-money laundering.
