
In a significant move towards sustainable industrial development and environmental remediation, the Ministry of Enterprises and Made in Italy, along with the Umbria Region and Acciai Speciali Terni S.p.A., has signed a groundbreaking agreement. The accord, aimed at the integrated project for the safety and industrial reconversion of the Acciai Speciali Terni site, marks a pivotal step in addressing both economic and environmental challenges in the Terni-Papigno area, a site of national interest and part of the Terni-Narni complex industrial crisis area.
The agreement, heralded as historic by Umbria Region President Stefania Proietti, outlines a comprehensive plan for sustainable economic development, environmental restoration, and decarbonization. With a total investment of 1.132 billion euros, the initiative is divided into two phases, focusing on decarbonization, energy efficiency, circular economy practices, and the production of green steel. This ambitious plan aligns with European and national objectives for climate neutrality and pollution reduction, setting a precedent for industrial sites across Italy.
Central to the agreement is Article 7, which addresses the sustainability of energy costs, a critical factor for the competitive production of stainless and magnetic steel. The Umbria Region commits to exploring mixed public-private management forms for energy concessions and reserving 30% of energy production capacity for energy-intensive Umbrian companies. These companies must maintain employment levels and meet environmental goals, with energy sold at production cost plus a market-aligned commercial fee. This approach underscores the balance between economic viability and environmental responsibility.
The signing ceremony, attended by key figures including Minister Adolfo Urso and Acciai Speciali Terni CEO Dimitri Menecali, was not just a formalities but a call to action. President Proietti emphasized the agreement as the beginning of a broader journey, highlighting the need for constant and authoritative oversight to meet the high expectations of regional communities and workers. The accord represents a collaborative effort between the government, regional authorities, and the private sector to foster economic growth, environmental sustainability, and social well-being in Umbria.
