Enac and FAA Sign Declaration of Intent for Suborbital Flight Cooperation

26-09-2025

Italy's delegation at the 42nd ICAO Assembly in Montreal has secured a significant aerospace agreement, with the Italian Civil Aviation Authority (Enac) and the U.S. Federal Aviation Administration (FAA) signing a Declaration of Intent to develop aerospace transport. The signing ceremony took place on September 24 in the presence of Italian Deputy Minister of Infrastructure and Transport Edoardo Rixi, marking a pivotal moment in transatlantic cooperation.

The agreement was formalized by Enac President Pierluigi Di Palma and Director General Alexander D'Orsogna for the Italian side, while FAA Deputy Administrator Chris Rocheleau and Acting Deputy Associate Administrator for Commercial Space Minh Nguyen represented the United States. This partnership aims to establish shared regulatory frameworks that will facilitate suborbital flight operations between the two nations, creating favorable conditions for commercial space activities.

Deputy Minister Rixi emphasized that the declaration represents a decisive step in Italy-U.S. cooperation and will advance the Grottaglie spaceport project in Taranto. He highlighted the infrastructure's potential to drive technological innovation, attract investments, and generate employment opportunities. The agreement establishes a pathway toward common regulations and lays the groundwork for a future bilateral accord, strengthening Italy's role in the new space economy.

Enac President Di Palma stated that Italy is preparing to become a European reference point for suborbital flights through the Grottaglie spaceport, while Director General D'Orsogna described the partnership as strategic for creating a shared regulatory framework that will enable suborbital operations on both sides of the Atlantic. The collaboration builds upon existing Enac-FAA cooperation and positions Italy at the forefront of Europe's emerging commercial space transportation sector.
