Demands for Accountability After Teenager's Murder in Unsupervised Construction Site

12-06-2025

The tragic murder of 14-year-old Martina Carbonaro in Afragola, near Naples, has sparked outrage and demands for accountability, as it occurred in a construction site funded by the National Recovery and Resilience Plan (PNRR), which was supposed to be under strict surveillance. The victim's family, through their lawyer Sergio Pisani, has announced plans to seek compensation, highlighting the site's lack of security measures as a contributing factor to the crime.

According to technical consultant Paolo Sibilio, appointed by the victim's family, the murder took place in an active public construction site, not an abandoned farmhouse as initially reported. The site, part of the Luigi Moccia municipal sports center, included facilities such as a football stadium, a rugby field, and a sports hall, and was undergoing renovations financed by the PNRR. Sibilio emphasized that the area should have been secured and off-limits to unauthorized personnel, not only for the safety of workers but also to protect the sports facility's users.

The family's legal team, including criminologist Roberta Bruzzone, is investigating the circumstances that led to the site being left unsupervised. Lawyer Pisani has called on Prime Minister Giorgia Meloni to intervene, questioning how a PNRR-funded site could be left in such a state of neglect. The case has raised concerns about the management and oversight of public projects funded by the PNRR, with calls for stricter controls to prevent similar tragedies.

The murder of Martina Carbonaro has not only highlighted the failure to secure a public construction site but also ignited a broader discussion on the responsibilities of local administrations in ensuring the safety of public spaces. As the investigation continues, the family's quest for justice and accountability underscores the need for systemic changes to prevent such incidents in the future.
